the manditory charge wouldn't be that bad... if i take some thing to the dump usally i have to pay them to take it, and pay to get some thing out... so it would be kinda logical to just put a fee on there.
The problem i could see is people taking countless items at a time. load an account go into the vualt clear it and make 5-20k depending on whats in there.... so in that perspective i'd say there would have to be like a limit to items withdrawn per day...
