Practicality over looks there, I'm afraid. Boots of Time may not be that shiny these days, but they are great for Halfling Druids due to their high armour and Wisdom boost - it affects Stormwrath and, more importantly, Gaea's Blessing - while the Dexterity loss is something you can afford for that race, especially if you have the Stalker's Mask as well.
