No, it doesn't mean he's banned. It means the signal is not getting through his ISP for some reason. JLH will probably be able to explain a little better, but the fact the request is timing out means the packets are being silently dropped for some reason.

i figured it out. my firewall was preventing a connection to nightmist. this game had no reputation so nortan thought it was harmful.
