It should be exactly the same as the torch in base dmg and usefulness. Just in the handy form of a bow.
I would like it to called The Almighty Flame Thrower.

Just something to think about for rangers. A Swamp weapon that they can benefit from.

I like the idea, but It really wouldn't be much of use until level 23. Hence you can not get rapid fire until then. Rather than that you can use a torch until level 23 and get the same results. As I said this would be good for level 23. Beserkers can Zerk with a torch and smite so why not a ranger have something that can rapid fire and hit about the same. Good Idea.
Edit: Although I would not name it that, if your going to make an item it would be best to give it the same stats as a torch, but also work out a good name and an attack message. Staff will look at it more then.

Plus you can not rapid fire or duel shot with a flame thrower.. Think about it to yourself. Does that even make sense?
You have to be more descriptive such as
Bow of Dark Intentions:
Base damage: 15, Can be worn by: rangers Description: A weapon of mysterious power forged from some of the finest metals in the land, the bow itself glows with a Blue aura, the arrows you shoot from this bow have a mysterious flame. Unlike a normal flame which has a Yellow tint, the flame of the arrow in this bow is pure Black, You sense a form of evil comming from this bow., Level needed to equip it: 16, Magical: No, Vamparic: No, Armor: 0, Strength modifier: 0, Intelligence modifier: 0, Dexterity modifier: 0, Constitution modifier: 0, Wisdom modifier: 0, Charisma modifier: 1, Poison chance: 0, Poison/30s damage: 0, Monster damage table:Hydra Head:1.25, Hydra Body:1.25, Mana leech:
This would give a Damage table to Hydra Heads and Body giving more of a probable hit and you would be able to duel shot and rapid fire with it.

Though at the same time, as powerful and quick as they train outside of swamps, zerks get to. They as well are a general party class, though not as much as rangers imo.
Based on that, I can't say whether they should get too or not. It's a level 25 and under area, it wouldn't really affect much anyway.
On 1a, I'd say go rangers should be able to train more efficiently in swamps. As rare as it is to get someone to cleric swamps in the first place, the ranger shouldn't be left out!
Hydras are already ktp, adding in some kind of hydra mod'd bow and raising their hypno resistance (if it's not already max) would be a grand idea!

For real.. multi its kinda a "meh" as I see your points I just think it would be fun to swamp rangers haha. Its not super important but it would be nice.
For 1a the bow would be a great addition! its only until level 25 anyways.
