The way I see it:

199x - 2010ish? Cobalt had a long and prosperous career of being over powered and really the only show in town when it comes to vamp weapons,  at 10m that was the item that really built accounts in terms of training.

2010ish? Then along comes Sword of Existence and we kind of opened Pandora's box on vamp weapons.

201Xish? Then somewhere in this journey we nerf Cobalt from .3 vamp to .2 vamp (rightfully so) the game is balanced hurray.

201Xish? Then we either introduce or make readily available about a half dozen or more vamp weapons to finish and kind of round out what Sword of Existence started.  Blooded Axe, Demonic Axe, Twilight Rapier, Scythe...etc...etc   These are great additions to the game and make the game more enjoyed, AWESOME!

Now in 2021 is there a case with all these other vamp weapons in circulation with .1 - .13 vamp that are readily tradable around the 500,000 to 3,000,000 price range, can we restore Cobalt back to its former glory of .3 vamp?

Personally I grinded for gold for the price of two balts on 1a and was very saddened to find out they were nerfed from .3 to .2 when returning to the game.

Thoughts?

A lot of the weapons you list are quest items so don't really apply, and things like the Dragonclaw Scythe are quite hard and long to craft.  The Cobalt Staff has a number of advantages like being magical (Twilight Rapier is not), available to all classes and is pretty high damage - until the Dragonclaw Scythe, the next best weapon for Druids in terms of raw damage is the Ceramic Javelin, while Clerics have the Gem Encrusted Staff.

The reduction in the vamparic rating on the Cobalt Staff was due to a mixture of balance reasons and also because there was simply no point in going to faraway bosses for things like the Blade of Time and Sovereign Sword because the Cobalt Staff of the Winds was just so much better overall.  I wanted the Cobalt Staff to not be on 1-alt at all, but judgement was delayed until some players bought the weapon and it was too late.  Reducing the vamparic rating was the next best thing, and was actually a test to see how players would react to the removal of the weapon completely - given there was uproar, I decided to compromise and not go that far.

Well its definitely a jab at the "old guard" by bringing out new best in slot OR nearly comparable items and then nerf the old best in slot item.

However, going down your train of the thought.   How about you make CSOTW shop sell back price 10m  to be fair to players who bought on the .3 vamp premise?    That would drive cobalt's out of the game and encourage players to go after the not quite as good but serviceable new items that are boss drop/craft able.
