You can't. The weapon exists in the database but you cannot pick it up in the game anywhere.

This is interesting... two magical Mage-staffs... Golden Staff and Staff of Power... both in the game database, but don't exist anywhere yet...

I don't know where he got it or how. He's the one with it though, don't believe he's ever had bids reach a price that pleased him enough to sell though.
