Can someone please help me. I need to make a cleric but I do not know what the necessary stats you need to be high in.

dex con wis char are general cleric stats. Personally I prefer higher str - But for a first cleric, don't worry about that too much.

and of the four stats he suggested, wis dex con char, its most important that wis dex and con are perfect, with char being secondary in importance. you need con and dex to keep from dying, getting hit/running out of hps, and wis is the greatest factor in a cleric's healing power. char effects how much a cleric heals undead, i.e. trains, and how much they heal themselves, but the effect is only slight, not nearly as potent a factor as wis.

happy cleric training, most important crit you could have :D

What's the best race for a cleric? Elf?

It depends what you're using the cleric for.

Halflings and Dwarves are generally better for PKing. Halflings will get hit least, and Dwarves have the highest HP.
Whereas Elves make (imo) the best for exploring areas, they heal the most, which is obviously a bonus when you don't know how hard new monsters will hit.
If you're only after one Cleric, consider a Human, they've got higher HP than an Elf/Halfling, which will help if you're attacked, but lose out in dex vs Halflings, and healing ability vs Elves.

So, what're you after?
PKing party cleric - Halfling/Dwarf
Training - Elf
Bit of both - Human.

Who cares about Half-elfs? ;p

Btw half-elf > human too ;)

Personally I don't see the problem when bumping an old post to ask a relevent question, its only annoying when its done for stuff with no relevance.
