I can sell you Gauntlets of Virtue, possibly Boots of Faith also.
I've got Boots of Time for sale if you'd like.
I might sell a dex ammy depending on offer.
PS- There are no str modding boots in game, nearly sure. There are 2 positive dex mod boots, neither would be sold under 40m-ish though.

Boots of Haste is one and Santa's boots are the other i'm pretty sure...
Having boots of speed would be useless since you have to be lvl 31
