OK, i have a few Expert Thieves and many Cleric's, is it better to cast aid on them or just use circle of healing,
Which is better to use on a party of thieves

Use aid. Circle of healing costs an enormous amount of mana for very little healing, which makes it a nearly useless spell.

Circle of Healing's only real use is when you are using a high level cleric to help train a large number of novice/apprentice alts.

But wouldn't you think it be harder to use aid on like 18 expert thieves, only have 4 expert cleric's, it be wasting time

Expert theives have roughly 250 hit points

CoH costs 10 mana per crit, so if you use to heal 18 theives, it will cost 180 mana to heal each thief around 25 hit points. So to heal mortally wounded thieves will cost around 1620 mana. (and that is not counting the mana spent on healing the cleric)

Aid costs 7 mana and heals for over 80. With 4 expert clerics with 4 stamina each, you can heal a moderatly injured party in 1 round, and a badly injured party in 2 rounds. And it only costs 28 mana per cleric per full round (not 1620)
