trying to download a skin and downloader just keeps saying Getting List....
auto updater doesnt work also tells me to download off the web

Neither the auto updater or the skin downloader works for any operating system. It has to do with the site being changed and the links inside the code of the client not directing to the correct spot on the new website. I believe windows 8.1 also won't allow a user to /load, however I could be wrong on that, though mine doesn't.
