Question: I rolled a 4 stat gnome thief and my one stat poin thtats off is constitution... how much of an impact will that make its 20 perf is 21 :-/

A gnome with 20 con!? 
...That's what I thought you said...a dwarf thief with 20 con instead of 21. It doesn't make that much of a difference. Depends if you are concerned with sneaking covertly and having a huge amount of hp...

gnome can only have 18 con id say itll hurt some but if u wanna keep it go head

Personally, I do not think it matters too much with a Dwarf - they're covert for most of the time anyway.
With necessary stats, Halflings dominate over Gnomes when it comes to Thieves, but some people like to be different!
